Professional Biography
Michael J. Terry is a technology executive and entrepreneur who spent two decades building IT and educational companies before entering federal service. Over the last ten years, he has led as Chief Information Security Officer, Deputy Chief Information Officer, and Chief Information Officer — roles where complexity is high, resources are constrained, and the cost of weak judgment is not theoretical.
That experience — from startup builder to federal operator to executive — informs everything at The Leadership Doctrine. Michael's work centers on a single conviction: better tools don't compensate for poor thinking. Organizations fail not because they move too slowly, but because they move in the wrong direction for unclear reasons.
His writing and speaking challenge what he sees repeatedly in leadership: the habit of confusing activity with achievement, speed with strategy, and innovation with improvement.
